I marked in red where I feel the strong beats “should” be. Ironically, Mr. Tchaikovsky thwarts our expectations and lands back on beat one a few bars after the end of this excerpt. Still, for awhile I was fooled! If you look, follow, and read while tapping my red-marked beats on your foot, you wil understand why I was fooled myself.
